Low-Income Household Water Assistance Program (LIHWAP) Update
The federal LIHWAP program, which provided temporary assistance to help households pay for water and wastewater bills, ended on September 30, 2023, after federal funding was exhausted.
There are ongoing efforts in the Pennsylvania legislature to create a permanent state program that builds on the success of LIHWAP and continues to assist vulnerable residents with maintaining water service and managing their bills.
In the meantime, residents are encouraged to contact their State Representative for updates on potential new resources or programs that may become available in the future.

Leak Credit Information
Leaks happen — and we understand. ALCOSAN offers a one-time leak credit per account to assist customers who have experienced an unexpected water loss.
Procedure:
- Follow the steps below to submit your leak credit request to ALCOSAN.
- Please note that it may take several weeks for ALCOSAN to process your credit.
- In the meantime, contact Reserve Township to make payment arrangements while your credit is being reviewed.
Reserve Township requires residents to provide documentation showing that the leak credit request has been submitted to ALCOSAN before a payment arrangement can be established.

Experiencing Financial Hardship?
If you’re experiencing financial hardship, please contact the Township as soon as you receive your bill to discuss available payment plan options.
We understand that circumstances can change, and we’re here to help you stay on track with your account.
Please note:
- Your current bill must be paid in full before the next billing cycle to avoid additional charges or service disruptions.
- If a scheduled payment is missed, the payment plan will become null and void, and water service will be terminated.
- Payment arrangements are available only to residents who have not been habitually late with prior payments.
